Hello. I have no animations for my winodows on Ubuntu Budgie 22.04. I use NVIDIA drivers.

Just a reality check: Do you have animations enabled or disabled?

Just to make sure…
Are you talking any window animation, or animations on shuffler shortcuts?

I mean window animation. Shuffler works fine.

Right, but shuffler is “outside” the window manager, and produces its own animation, to match the generally set animation. You can however switch shuffler’s animation off, so I wonder if you encounter animation-off on shuffler, or in general.
