I turned off wifi for a bit and now I am unable to turn it back on. No changes were made in the laptop. (Not even powering down)

this does sound like a power management issue - maybe a buggy wifi driver? If you are using something like TLP or some other power management software - try uninstalling that, reboot and try again.

e.g. one of the comments says try:
sudo systemctl restart NetworkManager
