I can confirm that the snaps are back on the February 16th ISO, but the installer won’t launch when the live session is opened.
What’s more, the installer closes immediately after double-clicking on the desktop icon. The same applies to the menu launcher.
Seems that their Exec line points to nothing:

apport-collect bugnumber

I think it would be a good idea to make a tutorial to report bugs and pin it at the top of the relevant section on the forum.
I was testing xubuntu and had the same experience with live installer.
25.04 ISO now includes the UB team wallpaper selection for this cycle. Do feel free to install all the past wallpaper packages - they are named budgie-wallpapers-distroname such as budgie-wallpapers-noble.
Budgie Welcome now includes the ability to choose which email client you want to install - similar to which browser you want. This is in Getting Started - shown on first logon.
Budgie Welcome has been updated to include all the apps, themes and other applets supported for 25.04. These need careful testing to ensure they all work.
Hello, I installed Ubuntu Budgie today 20-02-2025 installation worked fine, inclusive wireless connection, but after reboot, there is no wifi adapter found.
Please report this to launchpad. Connect via ethernet and run
ubuntu-bug linux
After installing today’s release (24-02) wifi adapter is found, so this problem is solved.
Sorry for the French, but I think you’ll have to check the paths to the themes and to the corresponding snaps. 
Todays ISO will now default to our normal wallpaper plus the plucky mascot.
The kernel is todays image will be v6.14 - big jump from the previous 6.12.
Definitely needs lots of testing on as many pieces of hardware that you have.
