Found it!
Check your language setting:
localectl status
Then edit the Weston configuration file — for sd, follow this link :
sd gedit /etc/weston.ini
… and add these two lines, adjusting the language setting as needed:
[keyboard]
keymap_layout=fr
Reboot.
