Basically, what I want to suggest is that they can improve the Ubuntu Budgie lock screen so that I can just restart and shut down there. If I can get this to work, I would like to know how

If you are asking to immediately to shutdown after entering a password, then I would say that’s an awful lot of effort for very little gain when you could just enter the password then hit the shutdown button anyway.
