I’ve found a manual for Ubuntu Budgie. But it seems that at the moment nobody is working on it?
I would be interested to work on it.

Hi Andi,
We are currently preparing a separate resource that is more of a wiki and interactive manual. Due to different kinds of problems and tricks, we are making it possible to add both our and user generated content due to various different situations that you may find yourself in, depending on hardware configuration, package and distro version etc.

Correct. You can submit your content that you think it may be useful to be included in manual.
