I’m a Linux and Budgie newcomer experiencing an issue with my laptop. When I open the lid after closing it, or when the laptop wakes up after being idle for 20+ minutes, it freezes. I’ve checked all settings but can’t find options to control this behavior. Any advice on fixing this problem would be greatly appreciated.

Even if you don’t specify the model of your laptop, the problem seems well known and quite widespread.
Have you done the latest updates? The recent switch to kernel 6.11.0-17 may provide a solution, compared with 6.8.0, which was responsible for a number of little annoyances of this kind.
sudo apt update && sudo apt upgrade
If it doesn’t change anything, this page could open up new horizons for you, especially paragraph #2.
Anyway, come back and tell us. There are other possibilities to explore.
