Installation over non Budgie Linux?

what would be the process of installing budgie with a computer that already has Ubuntu 20.4 LTS pre-installed? or would it be better to get a new computer with no OS at all?

Thanks

No, you certainly don’t have to get a new computer if you want to upgrade to a current system. Moreover, since you are using a computer with Ubuntu 20.04 preinstalled, you should have a computer that is fully Linux compatible. However, the procedure depends on which Ubuntu you are currently using and which one you want to use in the future (either Ubuntu or Ubuntu Budgie).

If you want to upgrade within your currently used distribution, see the following step-by-step plan.

However, if you want to switch from Ubuntu to Ubuntu Budgie, I would strongly recommend that you do a clean and fresh installation.
