This reminds me of a black and white wallpaper style I saw on the buddies of budgie git repo. Perhaps it is a variation of it but I do not have a link for you. You could ask in the buddies of budgie matrix: https://matrix.to/#/#buddies-of-budgie:matrix.org

@ilvipero is correct. It was one of their wallpapers, looks like they dropped it from the current set but it still can be found here:
