I assume you are looking to enable ssh access to the system that you installed Ubuntu Budgie on? Ubuntu Budgie doesn’t come with the ssh server installed by default but it is easy enough to enable it:

sudo apt install openssh-server

After doing this, it can be enabled / disabled through the Remote Login option in the Sharing options of Budgie (or Gnome) Control Center.
