Using the Pocillo icon set, when one turns off the notifications the panel icon is missing.
That is a bug from upstream. I’ve proposed a fix for upstream. They haven’t yet accepted it.

The disabled notification icon works correctly on Solus. Turns out that one needs to modify the icon theme:
add a theme/symbolic/status folder that contains the notification-disabled-symbolic.svg icon and modify the index.theme to add:
Directories=symbolic/status
[symbolic/status]
Context=Status
Size=16
MinSize=16
MaxSize=512
Type=Scalable
fix just released for 18.10 - so all should be ok now.
