CUP Browse Remote Printers

I have always had a problem with printers when I upgrade in that I get two of each printer in the’gnome-control-center printer’ command. Part of this is due to the fact that when I Install a version of Ubuntu Budgie I keep the old /home folder. As a result, I need to modify the /etc/cups/cups-browsed.conf file and then disable the cups-browsed.service.

My question is, why is this service enabled by default?

As to why, I cant answer that.

Cups is a dependency of various printer drivers that is part of the base ubuntu layer that all flavours inherit. i.e. all flavours dont explicitly say “install cups”
