Dynamic wallpapers which run well under GNOME aren’t usable under Budgie Desktop.
Is there any solution ?
You can use Menu - wallstreet to set up rotating wallpapers or third party apps like variety.
There is no support for dynamic wallpapers as per that screenshot since that is a GNOME Shell specific capability.
