I may be getting blind on my older days, but wasn’t there in previous version of Ubuntu Budgie an applet that shown the menu like in Gnome 40?
Think you are referring to the lightpad applet
Its via budgie-welcome - software - budgie-extras
or via our backports PPA - “budgie-lightpad-applet” backports : “Ubuntu Budgie” team
