How do you restart pulseaduio? Sometimes I am getting a dummy output

Try the following commands: killall pulseaudio followed by pulseaudio
I think I tried that, but will try again. Of course now everything is just fine. Seems to happen when I switch bluetooth devices. Is the bluetooth reset command the same, killall bluetooth then bluetooth?

As user you can restart bluetooth from the settings GUI by toggling it on and off.
System wide try the following. sudo service bluetooth restart
Anyhow, as a quick tip, if you ever encounter troubles with PulseAudio and wanted to restart the PA Daemon in Ubuntu or any distribution that uses PA, you can simply open your Terminal and enter the below command, and it should solve some of those issues (hopefully).
Terminal : pulseaudio -k
