I just installed Ubuntu Budgie 19.04 on my laptop with a GTX 1060, and I’m encountering a lot of screen tearing. What can I do to remedy this?

Have you installed the recommended nvidia drivers in Menu - Hardware Drivers ?
I have the latest proprietary driver installed. Should I install 390 instead?
Try having a look at the nvidia settings and choosing force pipeline.
If that is the recommended driver then you should stick with that.
The instructions here for Ubuntu 18.04 seem to work, haven’t noticed any adverse effects yet.
