I want to use Ubuntu Budgie once and for all. But, the only USB I have is a 233GB external disk 2.0. Would it work the same as an external 3.0 disk? (Not to use Ubuntu from the usb, but to install it)

Yes. That will work.
Obviously be aware that iso writing software will wipe the entire contents of the drive.
