I want to tweak workspace OSD. Please tell me where is the css file for that.

Just to confirm can you add a picture for example from your phone to show what you mean by the workspace osd. I suspect you are referring to dynamic workspaces but need you to confirm.
I want to tweak that. I mean change the color and size of that?
The css is integrated in /usr/share/budgie-desktop/budgie_visualspace/shownav. Note that any changes you make will be overwritten if the file gets an update for some reason.
