After updating I can no longer change the background.

How are you changing the background?
Any messages reported in your syslog at the time you change your background?
Version of budgie: 0.18.3
Version of Ubuntu: 22.04.1 LTS
I’m trying to change the background image via Settings-Background, when I click on an image I can see that it is selected but nothing happens, the background images will not change.

You should be using budgie-control-center to change backgrounds
