I have a jpg image file which I would like to set to my background. When trying to set custom background using budgie control center > background > add picture and selecting a file, it doesn’t allow me to select the file (open button is grayed out and can’t click it). I saw online this may be due to permissions but I copied the file to /usr/share/backgrounds and this did not work either. Any suggestions on why this is happening?

This is a known issue with a fix in the works.
In the meantime, you can use gThumb as mentioned in that post, or Nemo to set the background.
