Not sure where to report this.
Open users gui, unlock, click on photo, can’t select file from other location.

does your $USER have access to that « other location » ?
Is Budgie Control Center a snap package ( Let’s hope not ) ?
As a workaround while waiting for the fix, change the user icon contained in ‘/var/lib/AccountsService/icons’, keeping the same name:
