if you are trying to change wallpaper by right-clicking on Desktop, as soon as Budgie Control Center windows opens (the one that shows distro wallpapers), on upper-right corner thereâs an âAdd pictureâ button.
Otherwise, you can do as fossfreedom suggested: open file browser, surf to image you want to set as wallpaper, right-click it and choose âSet as wallpaperâ.

On the other hand, if you want to put a personal image on the login screen, youâll first need to copy it to a directory accessible by the root account, as the login screen is, by definition, displayed before a user logs in.
Open the directory containing the desired image, right click and select > âOpen in Terminalâ.
Then enter this line with the name and location of your image:
sudo cp name-of-your-image.type /usr/share/backgrounds/
Finally, type âlogâ in the application search box in the main menu, run âLogin Windowâ and do âLogin Window > Appearance > Background > Backgroundâ to select your image.
