No. There isnt an applet for desktop icons. So defaulting to nautilus means no icons … or using something like desktopfolder. Unfortunately again no one has taken the challenge to continue development given that the current desktopfolder project is on extended hiatus.
The challenge for folder color is undertaking the debian mentors process to upload. I.e. to create a package that meets debian standards
