Wondered if anyone else has experienced this & if so did you find a resolution.

The majority of apps including the Libreoffice suite use the theme and dark setting in budgie-desktop-settings (look for that in the menu). Open that and click the desktop tab. You can change the theme - there is also a dark theme checkbox which enforces the dark theme (if possible).
