I usually use Shift+Ctrl+Print shortcut to copy screenshot of an area to clipboard, but i can’t do this on Budgie, even though the keyboard shortcut settings on Ubuntu Settings is already correct.

Yes.
In fact you need to check 3 different places to be sure the shortcuts work.
You’ll need dconf-editor. And Testing 20.10 - only for the most adventurous or Volume up-down, calculator, ctr-ALT T, windows key + A and more, not working
